Response to Public Comments

Several public comments were received by the Columbiana County Park District (CCPD) regarding the route that the new trail is going to take through downtown Lisbon. The comments suggested locating the trail route more directly through the downtown business area of Lisbon.

The purpose of this project to extend the Little Beaver Creek Greenway Trail though the Village of Lisbon and along East Lincoln Way (SR 154) to the Park & Ride lot. In the early stage of this project, the CCPD picked the proposed trail route for safety reasons with the assumption that any bike rider or other trail user who wants to leave the designated route to reach a specific destination will do so. The route was selected in order to minimize the number of conflict points between bicycles and cars on one-way streets. In consideration of these public comments, the CCPD and Project Designer considered a change in the route but found conflicts that made other routes not as safe or desirable. Conflicts with traffic lights, one-way streets, on-street parking, and the location of the Fire Department driveway were all considered during the project development.

The Columbiana County Park District (CCPD) will talk with Village officials about installing signs along the trail route to direct trail users to shops, restaurants, or other businesses in the future.
