ODOT Project No. COL-East   Lincoln St Connector Trail (PID: 109017)

The Columbiana County Park District, in conjunction with the Ohio   Department of Transportation, proposes to extend the Little Beaver Creek   Greenway Trail though the Village of Lisbon and along East Lincoln Way (SR   154). From the existing SR 164 trailhead   on Morrison Street, new signs will be installed to direct trail users along   village streets to the intersection of Moore Street and SR 154. New signs, pavement markings, and   crosswalks will be installed on SR 154 so that trail users can more safely   use the exiting lanes in both directions along SR 154 to reach a new 10-foot   wide asphalt trail that runs along the north side of SR 154 to the Park-and-Ride   lot located west of the SR 11 interchange. In order to construct the new 10-foot wide asphalt trail, several   driveways will need to be reconstructed.

This proposed   multi-use trail project is in the final design phase currently. Construction   is scheduled to begin construction in the Spring of 2023 and end in the Fall   of 2023. Total project construction cost is $718,235.

All work will   be done within existing village streets or ODOT rights-of-way. No permanent   or temporary right-of-way acquisition is required to complete the project. Traffic   will be maintained during the duration of the project. No detours will be needed. Access to   businesses and residences will remain open during construction. Substantial   traffic disruptions are not expected during project construction.

The project will impact small streams and low-quality wetland areas   along SR 154. No impacts on historic properties, community facilities,   hazardous waste sites, or underserved populations are anticipated. The   project is necessary to improve safety, mobility, and health in the   community.

The   Columbiana County Park District is requesting that any comments you may have   regarding the proposed project, maintenance of traffic and/or environmental   impacts be submitted by February 14, 2022 to:
